The Joint Regional Planning Panel voted to defer their decision over the four-storey development, which is proposed for the corner of Manning and Bong Bong streets, and will reconsider the plans in about two months time.
Chairwoman Pam Allen said the panel members had looked favourably on the development, but believed it needed tweaking.
"[The development] is absolutely overlooking the beach and is a desirable location," she said.
"It's also got neighbours who are concerned about their views being affected and hindered by this development."
"What the panel decided today was that the developer needed to look again at a redesign, to take into effect these visual impacts on his neighbours and get rid of things like washing being hung on balconies that overlook the beach and generally improve the aspect of the building."
It also asked that noise-proof glass be installed in apartments facing the Grand Hotel to make sure late-night trading did not become a problem.
If approved, the complex will include 15 ground-floor retail premises and 75 one-, two- and three-bedroom units over three floors. There will also be 206 resident and retail parking spaces over two levels.
