NSW Police said the man detonated four small explosives outside the Surfside house near Batemans Bay about 12.10am Monday.
A motorbike parked outside the home was damaged.
Later the same morning, an unexploded device was found outside the property.
The property's residents, a 46-year-old woman and a 37-year-old man, reported the matter to police who secured the item.
Further inquiries led police to a rural property on Araluen Road in Moruya.
Officers searched the property about 2pm Tuesday and discovered several chemicals and materials believed to have been used in the construction of the devices, as well as a cross-bow and a samurai sword.
A 48-year-old man was arrested at the property and taken to Moruya Police Station where he was charged with intimidation (domestic), possession of a prohibited weapon and using a carriage service to menace, harass or offend.
He was refused bail and is expected to appear before Bega Local Court on Wednesday.
