The government announcement means help will be made available to individuals, businesses and primary producers.
“[The] declaration will ensure those residents experiencing hardship and loss of possession will be able to apply for assistance measures,” Shoalhaven Mayor Joanna Gash said.
Hundreds of people had to be evacuated from their homes after the area was drenched by more than 400 millimetres of rain in just two days.
