After 11 years under Greg Shipperd, Victoria play their first match under former state fast bowler and English bowling coach David Saker against the Cricket Australia XI at Sydney's Hurstville Oval.
Siddle and Glenn Maxwell were injected into the Bushrangers' 14-man squad following cancellation of the tour to Bangladesh, forcing Fawad Ahmed and Ian Holland out.
But with James Pattinson and John Hastings set to take the two front-line bowling positions, Saker said only one of Siddle or Scott Boland would win a place for the match against the competition's newest side, which is made up of development players on the fringe of state squads.
"We'll just make that decision in the morning," Saker said from Sydney after the Bushrangers' training session on Tuesday.
"Scotty Boland's bowled really well in the practice games and all through the pre-season, so he'd be pushing his case. Peter Siddle hasn't played a lot of one-day cricket. We'll just have to wait and see tomorrow."
Former Australian international Clint Mckay will also miss out, as Matthew Wade's side look to claim the title they last won in 2010-11.
The CA XI had a rude awakening on the opening day of the three-week tournament on Monday, bowled out for 59 in pursuit of 339 against NSW – the heaviest loss in Australian domestic one-day history.
Saker said he knew there was a risk of that sort of result, but by the same token he remained cautious of the threat posed by the youngsters.
"It should be a softish opening to the tournament, but they're a bunch of very talented kids."
Saker said he felt his team was ready despite three defeats from as many starts in their trial matches, in which the Victorian quicks struggled on good batting wickets.
"I'm not nervous. I'm probably apprehensive to a degree, but I think the guys have done really good preparation. I think we're in a good space, we've got a really talented squad. I suppose that puts more pressure on you as a coach, but I think they're in a good spot."
