With Oak Flats having already beaten Kiama outright in just one day, the Rats picked up the maximum 26 spots to take top spot from Lakers.
Lake Illawarra posted a fine 263 on day one against Kookas, led by 97 from skipper Brendan White and 38 by Tony McCabe.
Troy Tungai took 5/32 off 15 overs in a top bowling effort for Kookas, who will start day two at 0/0.
Both clubs will want to finish in the top two to ensure some protection if rain is a factor in the semi-finals.
Oak Flats made short work of a disappointing Kiama, who were bowled out for only 42 and 9/73 on day one, as the Rats batted just 16 overs for the game to declare at 2/130 with New Australian Country batsman Michael Arblaster making 81.
Nathan Morrow took 5-22 and Andy Twyford 4-17.
