Emergency services were called to the North Street shop Hyper Hyper at 12.15 pm.
It is believed there was a gas leak at the premises.
A NSW ambulance spokesperson said a male and a female are understood to have suffered burns to the face, arms and legs.
A 26-year-old female was treated for burns to her arms and legs. She was transported to hospital by ambulance rescue helicopter.
A 25-year-old male was treated by ambulance officers and taken to Shoalhaven Hospital.
Investigations are continuing.
