Staff at the pool allegedly discovered a number of holes in the wall that overlooked the women's showers, police said.
The pool, on Walker Street, is operated by Wollongong City Council, and it will be alleged in court that council staff saw a 59-year-old peering through the holes into the changing room.
The council alerted police, who on Tuesday arrested a 59-year-old man who is understood to be from the Helensburgh area.
The man was charged with five counts of peep and pry, and was granted conditional police bail before his scheduled court appearance on May 17.
A NSW Police spokeswoman said it was not clear how long the holes had been in the walls, or how long the man allegedly had been prying on women.
The holes have since been closed over, the police spokeswoman said.
Wollongong City Council has been contacted for comment.
