Bowen raced 60 metres to score after Lachlan Coote had stipped Tyson Frizell of the ball, but it was ruled he knocked it forward into the Dragons player.
“I didn’t agree with it, but that shouldn’t surprise anyone,” Green said.
“They are certainly doing their best, they are getting to decisions quicker which allows for more game time.
“But they put a bit of pressure on themselves at the start saying they would going to get decisions all right. They still manage to come up with some contentious calls.”
Dragons coach Paul McGregor was satisfied with the bunker decision, but criticised the referees over the penalty count.
There were 14 penalties delivered in the first half (split 7-7), before the Dragons lost the overall count 11-8. “For some unknown reason two different referees came out in the second half,” McGregor said.
