Work will be completed in sections to minimise the impact on the wharf and the beach area and is anticipated to be completed by the end of the year, subject to weather, tides and coastal conditions.
The wharf will be closed for parts of the construction work and control barriers will be placed in the water to protect the aquatic environment.
Temporary parking restrictions near the wharf entrance and along the foreshore area will be put in place during the work.
Councillors agreed to award a $500,000 tender for Dynamic Civil Pty Ltd to construct the seawall and rock wall.
According to council staff, these works are needed to improve foreshore access and protect Judbooley Reserve from erosion.
