Police allege Mr Romaniszyn was shot in the face by Tyson Neil Bayley, 28, who lives in Joanne Street, in which the incident is said to have occurred.
A second man, 24, was charged on Tuesday night with accessory after the face of an attempted serious indictable offence.
He was refused bail and will appear in Wollongong Local Court on Wednesday.
Emergency services were called to nearby Mountain Avenue around 2.30pm on Wednesday after a man reported he had been shot.
Police found Mr Romaniszyn suffering facial injuries from an apparent gunshot.
It is alleged the shooting itself occurred in Joanne Street a few minutes earlier, and that Mr Romaniszyn had gotten into his car and driven to Mountain Avenue before phoning triple zero.
He was airlifted to a hospital in Sydney in a serious but stable condition.
Police said Mr Romaniszyn’s injuries were not considered life threatening and he had since been released from hospital.
Meantime, officers established Strike Force Bunko to investigate the crime.
Police said Bayley handed himself in to Wollongong Police Station at 10.15 on Tuesday morning.
He was arrested and charged with shoot at with attempt to murder.
Bayley did not apply for bail during a brief mention of his matter in Wollongong Local Court on Tuesday afternoon and it was formally refused.
The case was adjourned to October 5.
The Mercury understands a third man was arrested last Friday in connection with the shooting and was refused bail in Parramatta court on Saturday.
