In one of the most important weeks in the game's history in Australia, a united proposition from all 10 clubs will demand the FFA increase their stake at the organisation's membership level and provide owners with a significantly improved share of revenue.

A private meeting of all club owners or their representatives will take place in Melbourne on Tuesday before the Socceroos' World Cup qualifier against Japan. Despite some owners calling for an independent commission to break away from the FFA to manage the A-League, Fairfax Media understands the proposal will not seek for the A-League to sever ties with the governing body in the near future.

Instead, the draft that has circulated demands the clubs have an improved representation at the membership tier of the FFA. World governing body FIFA has been notified of the proposition that will see the clubs gain an increase of one of the 10 member seats to at least three representatives. If approved this will give the A-League clubs major influence in elected FFA board members though will not allow any of the 10 owners a seat on the board.

At the heart of the proposition is a disagreement over the existing share of revenue provided to the clubs and ambiguity over the valuation of the A-League. There is no independent profit-and-loss statement available for the entire A-League as finances are pooled into the broader game.

The 10 A-League clubs collectively receive about $26 million from the governing body, some of which is made up of the broadcast deal valued at about $40 million a year. But with no independent profit and loss statements available for the competition, the clubs will argue that windfall is disproportionate to the broader revenue generated by the competition.

The annual cheque of $2.6 million from the FFA to each club is not solely comprised from broadcast money, but also sponsorship – such as the competition's naming rights partner, Hyundai – collective A-League merchandise revenue and finals series ticketing. These related competition revenue streams are the basis of the united argument from the clubs that they deserve an increase in funding.

The owners are also calling for an end to the centralised revenue pool for merchandise which sees some clubs receive as little as $6 for the sale of a $120 replica jersey.

Sources suggest FFA chairman Steven Lowy is open to negotiating a new governance structure with the 10 A-League owners including providing them more influence and additional member status. Alongside chief executive David Gallop, Lowy is scheduled to negotiate the proposed new governance structure of the competition with the clubs on Wednesday in Melbourne.

Despite expressing his willingness to relax financial constraints, Lowy confirmed clubs will not be given any representation at board level during a speech at Sydney FC's season launch last week.

The series of meetings take place during a week that could define the future of the game in Australia. FFA commenced formal negotiations with free-to-air networks and other potential broadcasters this month as the A-League kicked off with a record attendance for the Sydney derby, the Socceroos host Japan in a match televised on Channel Nine for the first time before the Melbourne derby takes place on Saturday night.
