The man was riding east when he was hit from behind by a white four-wheel drive about 7.10am, police said.
The accident occurred opposite the Shellharbour Workers Club.
One eastbound lane on Wattle Road has reopened after earlier being closed. Westbound traffic was unaffected.
Lake Illawarra Commander Superintendent Zoran Dzevlan said police had spoken to the driver of the car involved.
“At this stage there is nothing that we’re aware of that contributed directly to the accident from the driver’s driving,” superintendent Dzevlan said.
“We have a lot of messages about being careful [on the road] when it’s wet, but we also need to be mindful that when the sun’s coming straight into our faces that we need to be careful of how we drive and what’s around us at the time … just drive safe.”
Police said speed was not believed to be a factor in the crash.
The crash was witnessed by a passer-by who is assisting police with their investigation.
The accident is being investigated by the Crash Investigation Unit and Lake Illawarra Police.
The man has not been formally identified.
