Recovering from 2-39, Solway and Rogers put on a determined 152-run partnership, before ACT finished 7-329 at stumps on day one.
Rogers was denied a ton, caught leg before on 93 from the bowling of off-spinner Arjun Nair just after the tea break.
Solway had made 79 before being caught in close trying to pull Harry Conway with the score at 3-191.
NSW looked to have regained the ascendancy at 5-205 on a typically quick Dalton Park outfield and pacey pitch, but wicketkeeper Andrew Harriott (44), Ben Manetti (30 not out) and Tom Rogers (24 not out) steadied the innings.
Tom Rogers was dropped, which would have provided Cummins fourth wicket, as the Australian paceman finished with 3-39 off 15 overs.
