In a development application on exhibition until December 7, the council is seeking permission to renew the roof to stop water getting inside the 1936 building.
The council plans say the new stainless steel roof design is “in keeping with the style of the existing structure and meets the heritage requirements”.
In recent years, the council has floated various plans to demolish, repair or replace the old surf club, which has been renovated numerous times in its 80 years.
In 2014, it said the club was “nearing the end of its useful life” and undertook drilling on land next to the surf club as part of an investigation into whether it would build a replacement for the club.
