Luke Rice, 22, fell from his jetski and was struck in the head by another jetskier behind him about 2.30pm.
Paramedics attempted to revive him, but he died in hospital soon after.
Mr Rice, a former Prospect High School student, was due to wed the love of his life on February 4.
His fiancee, Zoe Sloane, said she felt “numb and broken”.
“We were meant to grow old together, we were meant to get married and have an amazing life,” she said.
“We were meant to be together forever and now we can’t be.”
Ms Sloane wrote a heartfelt tribute to Mr Rice on Facebook in which she said she had lost her whole world.
“You were meant to hear my wedding vows… I can’t wait to see you again,” she said.
“You are up there with your nan and pop now.”
Mr Rice’s housemate Ebony Sharpe said the four-wheel-driving enthusiast had a unique ability “to make someone’s day”.
“You my friend were one in a bloody million, no-one knows how to make someone's day when they're upset like you could, everything you did was always a laugh,” she wrote in a tribute of her own.
Friend Sam Calow described Mr Rice as “ecstatic”.
“He was always having fun,” Mr Calow told Fairfax Tasmania.
“The best thing about him was that he always lived his life.”
The man who struck Mr Rice while jetskiing was interviewed by police on Monday night.
Inspector Johnston said it was likely that the rider would be re-interviewed, but he said it was too early to say if he would face charges.
Inspector Johnston said the man was “relatively close” to Mr Rice when the two were riding.
Police did not reveal the age of the man, but said he was from Launceston.
Mr Rice and the man were not known to each other.
There is nothing to indicate that alcohol was a factor in the crash, Inspector Johnston said.
“Speed may have been (a factor), but again that will be determined by the investigation,” he said.
“It appears there was not time to avoid (the incident).”
Inspector Johnston said police would spend this week interviewing a number of witnesses to the crash.
“It’s difficult to tell (if both men were abiding by the lake’s guidelines) at this stage,” Inspector Johnston said.
Anyone who witnessed the incident should contact police on 131 444, or Crime Stoppers on 1800 333 000.
