A final decision is not expected to be made until Wednesday afternoon or Thursday morning, with the track currently rated a Heavy 10, the wettest rating possible.
Racing manager Michael Craig told the Mercury's Mitch Cohen the meeting will proceed unless they receive substantial rain on Wednesday.
According to the Bureau of Meteorology, up to 15 millimetres are forecast for Wednesday, as well as a possible thunderstorm.
There is also six-to-10mm predicted for Thursday.
The Provincial Championships final will run on April 8 at Randwick, with the first three horses from each qualifier booking their place.
The waiting game comes as ground staff are working overtime in a bid to ensure play in the Illawarra cricket grand finals.
After the torrential rain last weekend, the top two teams moved through to the decider in the four grades.
First and second grade are two-day matches, while the one-day third and fourth grade finals have a reserve day available on Sunday.
Third grade is likely to be moved from Port Kembla's home ground to a synthetic wicket if rain continues later this week.
Defending champions Balgownie are the minor premiers in first grade, while University hold the higher ranking in the other three divisions.
Elsewhere, the start of the women's Illawarra hockey and the Illawarra Premier League football seasons come under threat with continued rain.
A decision on play is likely to be made on Friday.
The Wollongong Wolves are expected to play their NSW National Premier League game against Manly on Sunday, given the drainage capability at WIN Stadium.
After being called off last weekend, the Illawarra Challenge Cup rugby league games are scheduled for Saturday, with Helensburgh taking on the visiting Queanbeyan Blues (1.30pm) and Wests against Collegians.
The winners will advance to the final on Friday week, but a decision on whether the semi-finals go ahead could be made as early as Thursday.
Doubt also lingers about the start of the Illawarra baseball and rugby seasons, set for Saturday afternoon.
