Playing at Belmore Sportsground, Illawarra scored four tries in the second half to run away with a 40-18 success.
They had seven different tryscorers, after winger Jiye Ellis opened the scoring in the eighth minute.
Canterbury stayed in the contest with two tries before half-time.
However, the goalkicking of Illawarra captain and five-eighth Zaan Wetherall proved a major factor, booting six from seven, while the Bulldogs only managed one conversion from four attempts.
The win came after beating Wests 42-18 in an elimination final, with Cronulla and Parramatta waiting in the preliminary final round and the Roosters edging out Penrith 22-18 to stay alive.
Saturday’s winners will play off in the under 18 grand final on May 6.
The Steelers lost last year’s SG Ball grand final 25-10 against Penrith.
