A NSW Police spokeswoman said a woman approached patrolling police officers about 1.20pm on Tuesday to raise concerns about the man, who appeared to be using his mobile phone to film young children in the park.
It came just after the conclusion of the parade, which had started at Martin Place and proceeded down Elizabeth Street before ending in the park.
Police approached the man and allegedly saw him using his mobile phone to film the girl.
He was arrested and taken to Day Street police station where he was charged with aggravated filming of a person's private parts.
He was refused police bail and is due to appear in Central Local Court on Wednesday.
