Fellow surfers noticed the man floating face down about 7.15am.
They struggled to pull him to shore over rocky terrain before efforts to revive him got underway.
Off duty lifesavers were among those who continued the efforts of resuscitation, but the man could not be revived.
The man, from Bellambi, was a regular surfer and well-known local identity.
Daren Weidner, duty officer of Surf Life Saving Illawarra, praised the efforts of those who brought the man to shore.
“They have done a fantastic job in a pretty traumatic situation,” Mr Weidner said.
“They brought him to shore across the rocks in quite difficult conditions.”
NSW Ambulance paramedics and police also attended.
