Scores had been locked at 3-3 at the conclusion of extra time before the NSW NPL Men’s 1 side rose to the occasion to win 4-2 from the spot.
A dramatic equaliser from Shohei Okuno had earlier brought the White Eagles level at 2-2 in injury time before he scored again at the beginning of extra time to give them a 3-2 advantage.
But Hakoah equalised shortly after the Japanese star’s goal through Andre De Jong to send the match to the penalty stripe.
Hakoah will now meet Rockdale City Suns for a spot in the main draw.
Kemblawarra Fury have their preliminary round six match against Fraser Park at Macedonia Park on Wednesday night.
Bulli are already through to the next round where they will face NSW NPL powerhouse Blacktown City.
