The sculpture, which would have cost more than $130,000, was designed to hold love locks, as part of a suite of fixes suggested to curb damage from the engraved padlocks bearing lovers’ names.
However, in a new report, council staff said the idea had proved unpopular with residents and heritage agencies.
Instead, the council will proceed with installing two new “love lock chains” at Flagstaff Hill and Mount Keira.
The council has tested this strategy at Sublime Point , and said it “appears to be successfully addressing the issue” of the damaging locks.
