Packer hobbled off the field with a hip injury six minutes into the Dragons golden-point loss to Canberra last week but has made a strong recovery this week.
McGregor said Packer is “more likely to play than not play” and hopes having his full complement of forwards back can reboot his side’s fortunes.
“The [middle] rotation is really important and that’s what was making us so successful earlier in the year, our power game and the intent we played with,” McGregor said.
“Certainly the continuity we had for those first eight weeks helped us. When you get that rotation right with those experienced players, and when you’re talking about Russell you’re talking about an International player, he’s really important to what we’re about.”
