The incident occurred just after 5pm on Friday when the two girls, aged 12 and 15, were walking along the Old Hume Highway.
The girls said they heard a man yelling at them.
He then beckoned the girls closer to him and then exposed himself and committed an indecent act.
One of the girls attempted to take his photo but he ran away along Albert Lane.
Police believe the same man was seen a few seconds later driving a small silver-coloured four-door sedan.
Police have released a description of the man they are seeking.
He is described as being of Caucasian appearance, aged 50 to 60, with a tanned complexion and a large/obese build.
At the time he was wearing a yellow shirt, black boardshorts, a black beanie and thongs.
Investigators are now appealing for anyone who may have seen the incident, or has information about the man, to contact Bowral Police or Crime Stoppers on 1800 333 000.
