Five fire crews were called to Shoalhaven Recycling on Victa Way at 3.35am and quickly brought the blaze under control.
A Fire and Rescue NSW spokesman said fire crews remained on scene at 7.30am, with an excavator brought in to break up the paper piles and ensure the fire was fully extinguished.
He said crews were still wetting down the paper with hose lines and were also using compressed air foam, which is useful in reducing smoke.
The cause of the fire is not known.
