As at 8pm on Wednesday, an additional 39 cases of COVID-19 have been diagnosed, since 8pm April 6, bringing the total number of confirmed cases in NSW to 2,773.

The 39 new cases represent the lowest daily count since March 16.

There was no new cases of COVID-19 recorded on Wednesday in the Illawarra region.

Of the 115 confirmed cases across the Illawarra Shoalhaven Local Health District - four are being cared for in Wollongong Hospital, and two in Shoalhaven Hospital.

Premier Gladys Berejiklian said the results of confirmed cases was a positive early sign, however, more data would have to be collected before any restrictions could be eased.

She urged everyone to continue to abide by the social distancing and gathering regulations.

Meanwhile, a senior NSW Minister, Don Harwin, was photographed at his holiday home on the NSW mid-coast, despite government rules that prohibit all non-essential travel without a "reasonable excuse".

In a statement on Thursday morning, Mr Harwin said he had relocated to the property "a number of weeks prior" to the public health orders coming into effect.

Ms Berejiklian apologised saying the "perception was horrible" with NSW Police Commissioner Mick Fuller warning Mr Harwin could face a $1000 fine if his excuse "did not cut the mustard".

Also announced on Thursday morning, parents in NSW will not have to pay preschool fees for up to six months.
