After the Phoenix finished third last season, DeVere expects his side to be among the top teams again when the 2020/21 competition begins on December 27.
"We've got a lot of young guys that have come in," DeVere, 32, said.
"Josh Laws is a young boy whose in the Olyroos set up so he's going to be one to watch. We've got guys like Reno [Piscopo] from last year who will provide that excitement factor, with a couple of local Kiwi talents like Clayton Lewis who've had experience in New Zealand coming into the mix."
It has been a busy couple of weeks for the Phoenix, who are undertaking pre-season training in Wollongong. They can't return to New Zealand due to travel restrictions.
"Everyone has been applying themselves well and we're in good spirits," DeVere said.
"We will get fitness into the legs and get the new boys understanding the system."
