Warrigal Care's planned $70 million seniors' living development at Shell Cove and Woolworths' proposed $17.6 million Masters hardware store at Albion Park Rail will provide a significant boost for Shellharbour City, according to southern region panel chairwoman Pam Allan.
Ms Allan said the Masters project, which would cover multiple lots in Shandan Circuit in Central Business Park, was significant with its floor space of 13,000 square metres and the promise of 330 construction jobs and 150 retail jobs.
"We also believe it will be a boost for the industrial park it will be located in, which is in need of revitalisation," Ms Allan said.
The store, which will sell 40,000 products and have 340 parking spots, will be 75 per cent bigger than Bunnings in Shellharbour and 50 per cent larger than Bunnings in Wollongong.
Ms Allan said Warrigal Care's seniors project application attracted a number of objections, particularly from residents of Cutter Parade concerned about access during the construction phase.
However, she said most issues had been resolved prior to yesterday's meeting, with an alternative route that would redirect construction traffic provided by the proponents.
To further ease concerns of residents, the panel also shut down what would have been a service road to the development via Cutter Parade.
"It will mean Cutter Parade will remain a fairly quiet street," Ms Allan said.
Warrigal Care Shell Cove will include a 128-bed aged care home providing high care, low care, dementia care, palliative care and extra services.
On the same site will be 98 two-bedroom and three-bedroom independent living apartments that will be designed to receive domestic and personal services, if needed, from Warrigal Care.
Warrigal Care CEO Mark Sewell said the organisation anticipated construction would start in mid-2014.
He said the project would allow Warrigal Care to continue to expand its range of care services in Shellharbour, and complement the existing services at Albion Park, Albion Park Rail and Warilla, among others.
Mr Sewell said the need for independent living services for seniors in the area had been confirmed, with more than 200 people to join the waiting list.
"Floor plans, new images and apartment price points will be available towards the end of 2013 ... and will be well worth the wait," he said.
