A male senior constable was driving east along Kalandar Street about 9.45pm yesterday when the teenagers ran out in front his patrol car.
The officer, who was on his way under flashing lights to a brawl at East Nowra, hit the brakes and swerved but was unable to avoid hitting the pair, police said.
The 15-year-old Nowra boy and 15-year-old East Nowra girl were treated at the scene by paramedics before being taken to Shoalhaven Hospital.
Neither teenager was seriously injured but they have been kept in hospital under observation.
Police from Shoalhaven Local Area Command conducted inquiries at the scene of the collision.
The senior constable involved was breath tested with negative result, while his patrol vehicle was towed from the scene, a police spokesman said.
Investigations into the circumstances of the incident are continuing.
