The Bestblue Pty Ltd project includes a cafe/wine bar and patisserie on ground level, with six residential units above.
Kiama Mayor Brian Petschler said the project was a significant development for Gerringong and remained true to the vision of the community outlined during the Gerringong Charette process of the 1990s.
"It is on the smallest block in that area [669 square metres] but I believe it is a positive sign for Gerringong and may start a renaissance in the area."
"It is quite an attractive building; there were a couple of areas where it pushed the envelope, but overall staff felt that with the design and quality of the building these were minor issues."
Due to a slope of the land, a corner of the building exceeds the 11-metre height limit, while issues surrounding parking were resolved at the council's ordinary meeting last week.
When complete, the development will provide 20 to 30 full-time jobs.
The complex is located next to a site where a $22 million mixed-use residential complex was approved in 2009 for a 6000 square metre block fronting Belinda Street, Gerringong.
However, Gerringong developer Greg Moore decided not to proceed with the project and instead subdivided the site. New applications are expected to be lodged for the land parcels next year.
