The hardware store would be built on a 40,000 square metre block from the former Prime Television studios in Northcliffe Drive to the Princes Highway.
The store itself will take up around a third of the site.
The plans include the creation of a roundabout roughly 250 metres south of the Northcliffe Drive intersection with the Princes Highway.
It would control traffic in both directions and include a connection for a future flyover towards West Dapto Road.
Traffic lights at the intersection of Canterbury Road and the Princes Highway are also part of the plan.
The plans provide for access to the 415-space car park form both Northcliffe Drive and Canterbury Road,
The development will be considered by the Joint Regional Planning Panel.
