Sims, 32, joined the Warrington Wolves in 2015 from the NRL's North Queensland Cowboys and made more than 90 appearances during his tenure with the Super League Wolves.
The six-foot-three prop is the second recent recruit for the Wolfpack, behind Widnes Vikings centre Tom Armstrong, who secured promotion by winning the third-tier Kingstone Press League 1 title.
"I'm genuinely really looking forward to this journey with the Toronto Wolfpack," Sims said on the Warrington website.
Sims played in both the Ladbrokes Challenge Cup final and Betfred Super League Grand Final in 2016.
