Police were called to Bendeela Camping Ground by security about a man and woman who were allegedly intoxicated and causing a disturbance about 7pm on Friday.
Police allege the 39-year-old woman used offensive language, before picking up a beer bottle and hurling it at officers.
After being placed under arrest, she allegedly tried to assault a male police officer.
Police say they were forced to use capsicum spray to diffuse the situation.
The 43-year-old man was arrested after allegedly using offensive language and trying to hinder police efforts to arrest the woman.
They were both taken to Nowra Police Station, where the man was charged with resist or hinder police in the execution of duty and use offensive language.
The woman was charged with assault police in execution of duty, resist or hinder police in the execution of duty and use offensive language.
