Foord had played three seasons with Sky Blue FC, from New Jersey, who remained in control of her American playing rights.
But the move was part of a three-way, multiple-player and draft selection deal between Portland, Sky Blue and Seattle.
Foord is currently playing with Sydney FC in the W-League competition, after a stint in Japan.
“Caitlin is one of the most explosive and exciting players in the world,” Thorns FC coach Mark Parsons said.
“She has the ability to create and finish in various ways. Her enthusiasm and tireless work rate on both sides of the ball will bring a new dimension to our team.”
On Twitter, Foord said she was “pumped” to be moving to Portland.
Foord has played 57 times for Australia, including two World Cups and the 2016 Olympics.
