NSW Ambulance paramedics responded about 3.50pm to reports the man had been hit by a car.
It is unclear whether this was in fact the case; later reports indicate he may have simply tripped and fallen.
The man has suffered a head injury and was badly bleeding, according to passers-by.
He was transported by road ambulance to the Illawarra Regional Airport at Albion Park, and later airlifted to St George Hosiptal in a serious but stable condition.
The incident occurred in the northbound lanes of the highway and caused gridlock for about an hour.
Traffic is unaffected as at 5pm.
