Police will allege Rush and his victim, Michael Court, 20, were at the Rothery Street outlet around 2.30am on Saturday when they began arguing.
It is alleged Rush produced a knife and stabbed Mr Court in the chest during the altercation before fleeing.
Mr Court was taken to Wollongong Hospital before being transferred to St George Hospital, where he is in a serious but stable condition.
Wollongong detectives established a crime scene at the service station and launched an investigation into the circumstances surrounding the incident.
Rush presented himself to Wollongong Police Station in the company of his lawyer about 7.30pm on Saturday.
He was arrested and charged with wounding a person with intent to cause grievous bodily harm.
He appeared briefly in court on Sunday via video link from the cells below the police station but did not apply for bail and it was formally refused by Registrar Tina McKenna.
The case returns to court on Monday.
