Police arrested the 38-year-old Fairy Meadow man in the aftermath of the alleged attack, about 12.55pm Thursday.
He has since been charged with affray and two counts of common assault.
He has been refused bail, to appear at Wollongong Local Court on Friday.
Police will allege the man carried out an unprovoked attack near a bus stop on Keira Street, allegedly punching a person to the left side of their head, before attempting to board a bus.
Police allege the man then assaulted a woman who witnessed the assault and tried to stop the bus from leaving. He allegedly punched and kicked the woman multiple times.
Bystanders restrained the man until Wollongong Central security staff arrived.
