The proposal would subdivide 13 Pass Ave and built two units on each of two blocks.
Variations to planning rules are being sought to allow two-storey development within the 8m setback area.
The proposal, on behalf of developer CGFF Pty Ltd, is from property company Develop My Land, which has led a number of townhouse proposals in the area.
Its application says increased density in this area “should be encouraged” so as to not worsen traffic problems in Thirroul town centre.
Last week a proposal for units on Lawrence Hargrave Drive, also from Develop My Land, was rejected after planners said it was not in the “character” of the area. Variations had been sought to planning rules, including building height limits.
