Police said the Holden Commodore had registration plates which had been reported stolen.
It crashed into a power pole at the corner of Madigan Boulevard and Lake Entrance Rd about 9.20am, careening through the fence of the Total Care dentist surgery.
Officers from Lake Illawarra Police District arrived and arrested one of the men nearby.
He has been taken to Lake Illawarra Police Station where he is currently assisting police with inquiries.
Early investigations at the scene have revealed the registration plates on the Holden had been reported stolen.
A search for the second man continues.
Total Care Dental employee Nicole Barnes told the Mercury she was sitting at her desk when she heard the “screech” of the crash.
“I just thought it was a normal crash that we get at this intersection every couple of months anyway,” Ms Barnes said.
“But it was loud, a lot louder than the normal ones. I grabbed my phone and went out there.
“I wasn’t expecting it to be through the fence, I just thought it was gonna be on the intersection sort of a crash, it was a bit of a shock.”
