NSW Ambulance received a call about 5.10pm Friday, reporting a chute spotted in the water, about 1.5kms off shore and 1km south of Windang Island.
Paramedics and police are on site.
Update: Two people have emerged from the water unharmed.
The Mercury understands the pair were kitesurfing when they ended up about 250 metres off shore.
The rescue chopper hovered overhead as the pair made their way safely to shore a short time ago.
They do not require an ambulance.
