Police had to use capsicum spray to subdue a Cringila man after an apparently-drug fueled fight in a Wollongong street, a bail court heard on Sunday.

Eighteen-year-old Ndaruhutse Rubibi appeared in Wollongong Bail Court on Sunday charged with affray, resisting arrest and assaulting police.
Police facts tendered to court allege Rubibi was seen chasing another man along Mercury Street around 1am before putting him in a headlock and punching him.
When police arrived on the scene, the alleged victim had escaped but Rubibi was in the middle of Mercury Street and yelling to police “just f...king shoot me”.
One of the officers sprayed Rubibi with capsicum spray after he allegedly raised his fists and punched another officer in the neck.

He was handcuffed after a tussle with police, the fact sheet claiming he “was displaying signs of being under the influence of an illicit substance”.
The victim was “displaying the same effects” the police facts stated.
In the location where the arrest and search occurred the police facts allege a plastic bag of a white substance and labelled “N-Ethyl-Hexedrone 10g” was found.
In requesting bail, Legal Aid solicitor Tim McKenzie pointed to his young age and that this would be the first time he was in custody.
Mr McKenzie said Rubibi denied he had “any ongoing drug issue”.
Calling the events of Sunday morning “bizarre” the registrar noted Rubibi’s age and granted him bail under very strict conditions, including a night-time curfew and a ban on using drugs or alcohol.
“If you continue to do what you’ve been doing, you will be locked up,” she told Rubibi
He will return to Wollongong Local Court on Monday.
