NBN totally owns and maintains its network and all the equipment connected to it.
Only the service provider, in this case Telstra, can make arrangements to send NBN onto its customers premises to carry out any maintenance and repairs.
As the new Optical Fibre Network is meant to be totally maintenance free, NBN have no reason to turn up to carry out any work at all unless instructed to by the service provider.
The NBN will eventually be offered for sale to all Australians who want to buy shares in it.
The big problem is that Malcolm Turnbull forced NBN to integrate and keep using old copper cables.
Labor wanted 100 per cent fibre all the way to every premises in Australia, we now have half the Australian network running on old copper cable technology.

Scott Morrison is 100 per cent correct regarding the Bourke St terrorist attack on Australian soil last week.
Mental illness has nothing to do with religion of any stripe ever but on the other hand i would really like for him to explain to the Australian people how this person is allowed to enter and live in our country.
We had the girl from Bangladesh last year.
The year before that we had the Curtis Chen shooting and not to forget the Lindt Cafe.
I'm on the understanding that this terrorist, his passport was already cancelled, so that tells me he has links to terrorism.
Wouldn't it have made more sense to send him back to where he came from while he was on the radar?

ONE RULE FOR ALL
If, as Mr Morrison says, Imams must know who the terrorists are in their congregations, then he must also believe Christian Bishops and Cardinals etc must have know who the child sex pedophiles were in their churches.
Let’s have one rule for All Australians Mr Morrison regardless of their religion or beliefs
