The 42-year-old will take over from ex-Canadian international Carmelina Moscato, who had been in control of the Rays throughout 2018.
Chipperfield had been expected to take up the position after returning to the Illawarra last month.

He retired from the professional game in 2012, with 68 international caps to his name.
The left-back also won two National Soccer League title with the Wollongong Wolves and seven Swish crowns at FC Basel.
