The men – a 21-year-old from Maroubra and a 37-year-old from Kincumber – were part of a group of four who were exploring the park, west of Jamberoo, on Tuesday.
Emergency services were called when the pair “became exhausted” and could no longer continue their journey, police said.
Police, NSW Ambulance, Rural Fire Service and National Parks crews were all in attendance.
The older man was able to be winched out by the ambulance rescue helicopter around 7:30pm on Tuesday.
Due to increasing high winds the younger man was unable to be winched out so was left with food, water and a satelite phone with the operation to resume Wednesday morning.
Emergency services were back on scene Wednesday morning, with the winching operation to begin around 6:30am.
