Emergency services responded to reports the woman was attempting to force her way into a unit at a social housing complex on Johanson Crescent about 1.50pm.
Police officers were told she then allegedly set the door alight when she couldn't gain entry, before fleeing the scene.
A NSW Police spokesman said the woman was later arrested around 5.20pm that day.
She was subsequently charged with damaging property by fire, and is set to appear in Wollongong local court on March 19.
The Mercury understands the blaze was extinguished before fire crews arrived at the complex on Saturday afternoon.
Another woman who was inside the unit at the time of the fire, believed to be the occupant, was treated by NSW Ambulance officers at the scene.
