The development at the vacant land on the corner of Primbee Bypass and Golf Place will occur over two stages.
The development will see three separate buildings spread out over the site with two single-storey buildings to accommodate food and drink premises and a large two-storey building for a fitness centre, a kids recreation facility and a retail space on the ground floor with a 90 place child care facility on the first floor.
The site would also include 126 car parking spaces and signage is also proposed.
Revelop Building and Development has been submitted a development application to Wollongong City Council.
"The proposal is to take advantage of the site's location on a key road to provide a variety of land uses to align with the tourist zoning," the development application said.
"[It] will play a valuable role in servicing the community of Primbee and motorists that travel along Primbee Bypass by providing valuable child care and recreational services, whilst also increasing commercial opportunities.
"[These include] the introduction of fast food restaurants and local services to nearby residents and broader locality.
"The development will also positively contribute towards increasing employment opportunities both during the construction phase and at the completion of the proposal."
A bottle shop was originally proposed for the site but is no longer proposed.
The site is predominately cleared except for nine small and large trees.
The grounds are not located within a heritage conservation area nor does it contain any heritage listed items.
The proposed site is on the opposite side of Golf Place across from Comfort Inn Fairways.
Aster Group, which owns the Port Kembla Golf Club, do not own the land at the proposed site.
The application is open for feedback until April 15.
