Resident Nicola Oliver fears an elderly person or mothers with prams could trip on the Walker Street pathway.
"There is a serious concern that someone will be injured on this section of the footpath," Ms Oliver said.
"People who are sight-impaired or have wheelchairs and walking aids have difficulty navigating this section of footpath.
"The path also connects to the only pedestrian crossing in the street.
"Wollongong City Council workers threw some tarmac around the area, very adhoc, this week, which made the path worse than before. It is disgraceful."
The section is outside Northern Illawarra Neighbourhood Aid, which provides social services to people.
The neighbourhood aid's management committee president Richard Smart agreed the high pedestrian area had been made worse by the council.
"There are fresh piles of tarmac and there was no attempt made to level the path," he said. "There is a beautiful path in front of the new unit block then it becomes a nightmare."
Mr Smart said he hoped the council would fixed the path as well as repair other paths in the town because many were uneven and broken.
"Repairing footpaths in Helensburgh is the top of my and many people's priority list for council to do," he said.
A council spokesman said initial work on the section of footpath was carried out by a utility company.
"Following that repair work, council inspected the site and completed further work to make the footpath safe," he said.
"We are currently reviewing this entire section of footpath in Walker Street with a view to making more substantial improvements to the path for local residents and businesses."
No timeline for future work was provided.
The council is also conducting community engagement on the draft Helensburgh Town Centre plan and this work will identify opportunities for public domain improvements including footpaths and how people access the Helensburgh Town Centre.
There will be further opportunities later this year to also comment on the draft Town Centre Plan.
