The rating of roads by 16,000 public transport users gave Manly the highest rating out of 77 out of 100.
With people in the state able to rate more than one road 23,400 votes were made.
The Hawkesbury score the lowest rating of 35 followed by Botany Bay 43, Wollondilly 44,Camden 45 and Newcastle 47. Wollongong and Gosford roads both rated 55 out of 100. Others in the top five roads were Hunters Hill & North Sydney 73, Willoughby 72, Burwood & Mosman 71 and Marrickville.
NRMA spokesperson Peter Khoury said it showed suburbs with the greatest choice of transport options excelled.
"Residents on the Northern Beaches have access to the Many Fast Ferry, Sydney Ferries, the BLine, regular bus services, on-demand transport and free shuttle services so it comes as no surprise that they have rated public transport so highly, compared to other areas," he said.
"By contrast, areas with irregular and unreliable public transport performed less favourably".
In all 525 people voted in Wollongong and 214 in Shellharbour. There were 720 votes for the Princes Hwy which attracted the second public highest score for a highway in the state.
The Pacific Hwy attracted 1092 votes and rated 49 out of 100 slightly lower than the Princes Hwy on 50.
More than 100 votes related to the Albion Park Rail section of the Princes Highway where most concern was about congestion.
"We know from almost 740 responses in the Illawarra community that the Princes Hwy is a road that attracts a lot of attention," Mr Khoury said.
"We know there are sections of the Princes Hwy performing very well but when you look at the whole length of the highway what you see is congestion in parts and safety is an issue down the South Coast".
Mr Khoury said the amount of congestion was an ongoing issue at Albion Park Rail which is why the NRMA campaigned hard to make the bypass a reality.
"We welcome the government's announcement that they will build it and we look forward to it being opened in the next three or four years," he said.
