Emergency crews retrieved the bodies of the woman, believed to be in her early 30s, and a three-year-old girl on Tuesday night. Police will return to the scene at first light to continue investigations into the circumstances surrounding the deaths.
Emergency service crews rushed to the lookout just after 1.50pm on Tuesday after reports of a concern for welfare. The woman and child were located deceased below the lookout.
Chief superintendent Chris Craner said the news was going to be "absolutely devastating" for the entire community.
"It's going to be devastating for the family and my thoughts are also with the emergency services who have turned up here today to this horrific incident," Mr Craner said.
"Just seeing the police walk off and the ambulance walk off you think you poor buggers I know what you're about to face when you get down there so that's what I find upsetting for the troops."
A crime scene was established as officers from Wollongong Police District worked into the night with ambulance crews and other emergency service personnel. For support call Lifeline on 13 11 14 or Mental Health Line on 1800 011 511.
