Andrew Russell, 34, and Holly Green, 25, were arrested outside a fast food restaurant in Lisarow, on the Central Coast, shortly before 2pm on Wednesday.
Police still want to speak to a third man, Darren Butler, 27.
About 2.20am on Saturday a Ford Territory was travelling south on the Princes Highway, when it struck the rear of a petrol tanker, which was turning out of Creole street.
Daniel Merrett, 27, was a passenger in the Ford and died at the scene.
His 25-year-old sister was driving the car and airlifted to St George Hospital where she remains in a stable condition.
Her two passengers, a man and woman, both aged 25, were hospitalised and are also now in a stable condition.
Lake Illawarra Police District officers established Strike Force Warrane to investigate the incident.
Inquiries suggest the Ford Territory was being pursued by another vehicle, a silver Toyota Corolla, at the time of the crash.
Russell and Green were taken to Gosford Police Station, where they are assisting police with their inquiries.
Police released the names and photos of the trio in an attempt to locate them on Tuesday.
Russell and Butler were wanted on outstanding warrants for murder in relation to the Albion Park Rail incident.
