As part of the investigation, police had been looking for three people - 34-year-old Andrew Russell, 25-year-old Holly Green and 27-year-old Darren Butler.
On Wednesday afternoon police arrested Russell at a fast food restaurant on the Central Coast along with a 25-year-old.
Despite earlier reports, the woman is not Holly Green.
The pair were taken to Gosford police station, where Russell was charged with murder and armed robbery.
He was refused bail and will appear in Gosford Local Court on Thursday.
The woman, who was not linked to the Albion Park Rail crash, was charged with assaulting police, shoplifting and failing to appear.
She will also appear at Gosford Local Court on Thursday.
Police are still looking for Green and Butler and anyone with information is asked not to approach the pair but call Crime Stoppers on 1800 333 000.
